As a Jira user, In the display screen of an issue, at the middle right, click on the icon Image Added to generate a PDF file that contains all selected files merged in one file.

When you click on the file icon : 

1. A message will be shown to inform you that the pdf file export is processing.
2. After a moment (relative to the number and the size of merged files) a new file will be attached to the issue, and a pop-pu ask you to download and save the generated file.
